Bio

Dr. Pennington is a physician assistant and health policy researcher with 20 years of clinical experience in many areas of medicine and surgery including transplantation, emergency medicine, neurosciences, and primary care.  He was the founding program director and chair of a highly successful physician assistant program for 10 years with subsequent experience as Associate Dean within a school of health sciences. Dr. Pennington has also worked extensively with a start-up digital health company and led the creation of a successful virtual primary care program as well as several population health programs benefiting multiple populations of patients.

His current research interests involve social policy in healthcare and how certain policies affect access to quality care and social well-being.  On the social policy side, he is interested in social cohesion and social capital factors within communities, along with hospital investment in housing and education, to better understand how we can reduce adverse health outcomes. On the legal side, he is interested in how land use and zoning practices affect health outcomes in certain communities and neighborhoods across the U.S as well as how healthcare mergers and acquisitions affect quality of care in marginalized populations.
